Border Art is available only for page borders, but if you can make your
postcard a "page," you can have your cake and eat it, too. Assuming that the
postcards are the size of half the page (no margins around the edges), and
assuming that you have Word 2000 or above, use the "2 pages per sheet"
option in the Page Setup dialog (*not* the one in the Print dialog). Using
the Portrait orientation setting, you'll get two pages, one above the other.
Since they are treated as separate pages, you can use page borders, page
numbers, headers, footers, columns, and anything else you could put on a
page (which is a lot more flexible than the table cells used by "label"
layouts). You can define which "pages" to print in the same way you would
real pages, but they will print two to a sheet. If you're setting this up as
a mail merge, use the Catalog/Directory type merge, beginning the page with
"Page break before" or ending it with a page break, in order to put one
record per page.
