Will someone with Powerpoint 2003 be able to open and read a
presentation saved with Powerpoint 2000?

Normally. There was a problem early in the life of 2003 which was fixed in
Service Pack1 I think.

Usually later versions can open presentations made in an earlier version the
reverse is not always true.
