Powerpoint comes to OnStartupComplete every time launch app.

I am developping office com addin with vb.
I just noticed that for Power point every time I open ppt file
the event IDTExtensibility2_OnstartupComplete is invoked whereas
word only generate once at opening the first document.

why they are not the same?
