Help . is there a way to change the regional settings
within Powerpoint as in can you change the ruler settings
from Inches to another format Cm or anything.

You would do that from the Control Panel. In Windows XP, open the Control
Panel and then open Regional and Language Options. In the Regional Options
tab, click Customize. In the Numbers tab, set the Measurement System to
Metric.
