Powertool Send to OneNote from Outlook will not install

I have downloaded the "Send to OneNote from Outook" powertool, and it says it
has installed correctly. I don't get the OneNote Icon on the Outlook Standard
toolbar. I don't see a way to get emails over to OneNote.

I am running MS Office Prof 2003 SP 2 and OneNote 2003 SP2; in Windows XP.
I read an earlier discussion that said to activate the ".NET Programmability
Support" and that was already installed.
