powertoys installation

When I try to run the OneNote IE Powertoy installation, I get the message:

"this setup requires .Net Framework version 1.1.4322. Please install the
..Net Framework and run the setup again. The .NET Framework can be obtained
from the Web. Would you like to do this now?"

So I click YES and it takes me to the page:
http://msdn.microsoft.com/netframework/downloads/updates/default.aspx
However, I don't see any version 1.1.4322 here!

So I tried downloading the first one on the list, which is
"NET Framework v2 Beta 2 Obsolete APIs.zip", but there are no executable
files in this zip archive...

What am I supposed to do now?

If you scroll down that list you'll find the .NET 1.1 Frameworks. Easier
to just install it from Windows Update, though. In IE go to Tools |
Windows Update.

It's a simple way for programmers to write programs quicker, by using
functions written by MS. To make programming easier and neater, and faster.

I dont know how to make it any simpler than that. Nor explain it better.
