PPS2007 - -Benefit Start Date - Why must it fall between start/fin

So this field has to fall between the start and finish date.

My "leadership" team feelsthat6 benefits can start after the project is
completed so they want me to crack this app open and make it so. Well I know
this is going to impact downstream logic somewhere (because it always does)
so I would like to ask the following:

1. I asume this logical rule is stored within a .net user control... Anyone
know where?
2. Might anyone know the implications of doing so? Will this break forecasts
or any other logical component of this application?
