ppt conversion to pdf

I know how to convert to pdf, my question is whether or not a slide with
pictures layered over one another will be converted as a flat doc, where you
can't access the pictures behind the front one - this is what i WANT to
happen, but not sure if this is the case.

This may depend on how you do the PDF conversion (Acrobat/Distiller, Mac's
built-in facility or other).

If possible, give it a try and see what happens.

Most probably, the pictures will remain as individual objects in the PDF and
will be selectable in e.g. Acrobat.

You could save the presentation as a set of PNG images, then create a new
presentation by importing each PNG onto a new slide and sizing it to fit the
slide page. That would nicely flatten everything on each original slide into a
single image.
