Pre-Formatted message from batch file

I want a pre-formatted message form a batch file that contains variables

I found this command
outlook /c ipm.note /m email_addr

and I was wondering if it can be expaned to a subject and body basically
what I want is a pre-adressed and formatted message after a batch file is run
