pre-making headers / footers

I am doing a long document with different Even and Odd
pages and over 50 sections (each with different headers.

Is there a way to "pre-make" the headers before they ever
appear? For example, I have a Chapter 9, and all I have
now is the Chapter 9 first page (and first page header).
Can I premake Chapter 9's even and odd headers? Of
course, I could make a few blank pages, and then make the
headers there, but will those headers "stick" even if I
delete the pages?

Second question: is there a way to change the default of
headers and footes so that "same as previous" is NOT the
default?

If I correctly understand what you want to do, you may want to look into the
StyleRef field, which makes it unnecessary for you to change headers in each
chapter.
