Preparing to install message appears on Word 2000 startup

Starting Word 2000 (SR-1) on Windows XP SP1 as a domain
user who is not an administrator. On start up I get the
following message... "Preparing to install..." followed
by "Please wait while windows configures microsoft office
2000 SR-1 Professional". Word eventually starts after
pressing the cancel button.

Word has been fully installed on this machine using the
administrator account and the option to run all from my
computer was selected. The domain user information details
have been entered on first startup of Word. This error
does not occur when starting Word logged in as the local
administrator.

As well as occurring when opening Word I also get the same
problem when running my VB application that opens Word via
automation.

I have searched the MSKB and found several related links
with possible solutions. I have applied the fixes from PSS
ID numbers 265194 and 236592, both with no success (note
that 265194 did indeed fix a similar problem when running
on Windows 2000 a while ago but did not fix the problem
under XP).

Do you have any suggestions.
