Preparing to Install message

I have a Windows XP Pro machine with Office XP on it. I have installed Office
via my account which has administrator rights but now the other accounts show
the "Preparing to Install" message whenever an Office program is started up.
In fact Outlook Express and WordPad show this problem as well in the other
user accounts.

What is going on?

I have had Office 97, Office XP and Office 2007 on this machine at the same
time without problems in the past but now I have taken them all off except XP
to try and solve this problem.
