How can i prevent a "Can Grow" Control From affecting other controls?

A control that grows downward will always push down the page any control
having a "top" that is lower on the page than the growing control's
"bottom". In limited cases you can extend the default size of the
growing control down until it just passes the top of other controls and
then those controls will not be moved. For controls that are too far
down the page to make this practical you are stuck with them moving.
There might be more complex things one can do involving sub-reports, but
that's just conjecture on my part.
