Distribution List in AD, Group types - Global and Group Scope - Security

Does Exchange have any control to approve or authorised a send action from a
outlook user to a Distribution List ? Meaning, I want to check the message
contents send by the user first before it's broadcast out to the DL.

I know Exchange provide some message restriction controls, by setting
"accepting message from who". But that's not what I want.

Not sure. microsoft.public.exchange.administration might have a better clue
about Exchange features. I believe the term you're going to want to use
is 'moderation'. I'd also include the version of Exchange youu're using.
