Prevent cells from moving when type in cell

I have developed a word doc using developer legacy and properties and
protect. Would like to know how to prevent the doc from moving down as type
into each cell. Want it to be a standard form to be filled in with short
statements.

Insert a table (with or without visible borders) and set its row height to a
fixed size. Put one form field into each cell.

How do I fix the size. I do fine at developing the table and doing the
legacy with property for number of characters but the cell moves down or
becomes larger which I do not want it to do.

Select the entire table. Right-click it and choose Table Properties.

In the Table Properties dialog, click the Row tab. Check the "Specify height"
box, which enables the two other boxes in the Size section. Enter a height (for
example, 0.25" or 0.5cm) in the middle box, and change the right-hand box from
"At least" to "Exactly". Click OK.
