Prevent PMs from adding tasks

I have an interesting challenge. Once a plan is published, we would like the
PM to have full capabilities to assign new resource and approve time, but we
do not want the PMs to be able to add new tasks.

Is there any way to restrict PMs from adding tasks to their plans?

Nope, you cannot restrict that. If a PM can open an enterprise project in
editing mode, he/she can edit the project any way needed, including adding
new tasks. Therefore, you need to make this a training and performance
issue with your PMs. Hope this helps.
