You are correct. There is no security setting for this feature. Therefore,
you must make this a training and performance issue with your team members.

Interestingly, page 29 of the Administrator's Guide states:
"Control project management processes within the organization: Assigning
permissions to roles can help you to control the project management process
in your organization. For example, you can deny resources the ability to add,
reject, and delegate tasks."
In reality, you can apparently prevent add and delegate, but not reject.
The information in the Administrator's Guide is incorrect. We all make
mistakes, even Microsoft. Personally, I wish Microsoft had made it possible
to Deny the permission to reject tasks. Hope this helps.
