Perhaps you could use a logon script to disconnect their .pst file on
startup? And then institute user training? And discipline?

| (no change in effect as it is disabled from machine already)

| Also I have disabled the command ids 5506, 5576 so they cannot open
| new .pst files.

| So far these settings, disabled users from
| autoarchive
| open an existing .pst file
| create new .pst file
| export/import to a pst file
|
| What I want now is to prevent them from using their current .pst and
| strictly use outlook only for exchange.
