Prevent users from changing a notebook's location

Good day!
Is it possible to not allow a user to change the initial location of a
notebook?

I'm not sure if you mean the "Change Location" button in the notebook
properties, or the location text box in the New Notebook dialog, but
either way, the answer is no. If a user has read access to a notebook,
they can always make another copy of the notebook somewhere else, open
it, and close the old notebook, which is more or less exactly what
"Change Location" does.

What exactly are you trying to do? If you want to ensure that a user has
a specific location open, or that a specific OneNote package is unpacked
to a certain location you can use the OpenHierarchy or OpenPackage
extensibility calls to do that, but the user would still be able to
close the resulting notebook if they wanted to.

Thank you very much for your response. So it is just a copy, and not the
actual notebook? Because I'm creating a OneNote add-in, and it is just
supposed to work on notebooks that resides in a pre-defined location. I hope
you can clear this out for me. Thanks.
