preventing messages from being moved

I need to come up with a rule to prevent certian messages from being moved
out of the inbox. Does anyone have an idea on how to accomplish this. It is
just for certian emails (voice mails sent to inbox). Any help would be
appreciated

What is causing them to move *out* of the Inbox in the first place? What
version of Outlook are you using?

People moving them manually, or rules that move them. Mixed between 2003 and
2002
