Preventing publishing of entire project

2003 implementation

the PM opens the project plan
modifies a task
clicks in the "Task name" cell of the task just modified
selects Collaborate->Publish->New and Changed Assignments
After agreeing to save the plan a pop-up lists the tasks that are to be
republished.
At the top of this dialog is a drop down box that indicates either "Entire
Project" or "Selected tasks". In this case, since the user clicked on the
Task Name field it assumes "Entire Project". If the user had clicked to
select the entire task line then it would assume "Selected Task". Is there a
way to disable the option of "Entire Project".
