Preventing users from changing forms

Hi, from a newby;

Forgive me if this has been asked before, but I couldn't find it with a
search.

Is there a way to prevent users from editing/saving a form when they open
it? There's an option to "lock" a form, but all that does is give a pop-up
warning, then when they click "OK" it lets them right into Design mode. This
would be bad.

Since Office 2003 is already in use across our company, it was our intention
to simply have the forms open in InfoPath when a user opened one. But if
they can get into Design mode, then no way! )

Tools-Form Options-General(tab)

Check the "Enable Protection" check box. This will not all the user to
enter design mode.
