preview different from design

I'm currently working on publishing a monthly newsletter
and I am planning to use Publisher 2003. One of the many
problems I am experiencing is that the web page preview
isn't faithful to the design, especially when it comes to
line spacing, which forces me to overlap text on the
design page to get the desired spacing on the preview
page. Am I doing something wrong or should I abandon the
idea of double and triple spacing?

Such spacing is only applicable to print publications, not web publications.

I visited that page but there is nothing about adjusting line spacing for text in a Publisher designed webpage other than this:

"Line spacing can also be changed to your own setting, click Format, Line Spacing and set the desired spacing, for example 1.2 line spacing."

in the page with URL title: http://www.davidbartosik.com/pub2k/pub2k_16.htm

Refer to the first sentence of my first response... line spacing is not
applicable to web publications.
