If your host supports subwebs w/ unique permissions publish it to the subweb created per
http://support.microsoft.com/default.aspx?scid=kb;en-us;825451
Your host will have to support subwebs and unique permissions under the FP Server Extensions
Only users w/ the correct userID/password will be able to view it
- When you are ready to go live just publish to the root web
