One thing I've noticed is that the local cache doesn't always clean up
nicely on the desktop. For example, I've tried to open a project in
read-write mode and the system tells me the plan is opened and i can only
open in read mode. When I look in PWA, it does not appear to be checked out
to anyone. If I clear the local cache and then re-open the plan, all is just
fine
Take a look at the following
1) log into project pr
2) click on TOOL
3) Click on "Clean up local cache
You may see the plan on the list. Remove it from the local cache and see if
that does the trick

One of my project managers created a project and publsihed it. They were
able to access the project and update it
I then went in (I am an administrator) and then modified the project. I
checked the project in. The project manager now gets a "previous checkin for
this project is not complete" message when she tries to open the project.
When you check the job queue history it notes that I checked the project in.
It also does not show in the 'force check-in' options
I've noticed this issue on the MS Connect site
Has anyone seen this issue and managed to sort it? I have rebotted the
server to see if that might clear it but it hasn't

our PS2007 server. Sometimes it appears the problem is caused by th
project owner making changes to the project through the propertie
page in PWA2007. Either way, the only work around I've identified s
far is to have the project owner open the project, close it (File
Close), then reopen the project. When the PM Owner reopens th
project for the second time, the problem has gone away
