Previous Item & Next Item Grayed out with a Task?

Here is a bug that is driving one of my VP's crazy. Inside office 2003 when you open a task by right clicking on it and hitting open you can use the Previous Item & Next Item buttons because they are grayed out. Yet if you open that same task with a double click it works just fine the buttons are usable
Any idea on how to fix this

This appears to be a function of whether or not the task in question is
selected when you click. If you select the item before right-clicking and
choosing open, then the Prev/Next buttons will be active.

Yeah... I know... it makes little sense. However, I've resigned myself to
double-clicking to avoid the hassle.
