Previous Owner can still see project in Project Professional

A PM went on leave so we changed ownership to another PM. That PM then
Republished Assignments and became the manager (entire project) and has been
accepting updates from resources and managing the project for a couple of
months.
The old PM has returned from leave however he can still see this project in
his list when he selects File > Open in project professional.
How can we stop him from seeing this project, and hence being able to modify
the project?

Have you tried selecting the line representing the project in the Project
Centre, clicking edit, and then changing the PM in the drop down?

We changed the Project Owner first and then the new owner Republished
Assignments and became the manager of the project. He has updated the
project a number of times while the first PM was on leave.

We encountered the same problem. I believe it is a security / group
assignment issue. Look at the person's security settings - is this person
assigned to some type of Project Manager group? If so, he/she is probably
also assigned to the default "Team Member" group. I have found that this is
what keeps the project in the old manager's in box.

For some reason, if you remove the team member group from the individual, it
mysteriously re-appears after the person saves a project. You can try to
remove the Team Member group, then re-do the process to re-asssign the
project to the new person. It may work for awhile, but it might come back
because of the re-appearance of the team member group assignment.

I'm sorry to say that we removed the Team Mambes group from all our PMs a
while ago (it hasn't reappeared like it has for you).

I had the similar issue here even with project plan security implemented
where PM/RM can open their owns plans in Read/Write & views all other plans
in Read only.

Even with this security implementation I had this issue for two project
plans. I fixed one by changing ownership & then asking PM to republish with
'Become Manager...' option for entire project. With that I also forcely
denied other PM to access that project using categories/groups. Then I
reverted the settings to original for this plan. That resolved it for one
project plan. During this exercise I used 'View Effective Rights'

I'd recommend using 'View Effective Rights' tool for Project Server. That
would give you better understanding of who else can access the project in
Read/Write mode besides the owner & which group &/or category membership
allows them to do so.

In 'View Effective Rights' tool select these settings to have a list of
those users with write access to the plan:

Audit: System (All Users)
Object Type: Project
Object: YourProjectPlanName
Permission: Save Project

Note:
Someone with save permission can modify the plan.
