Previous Task Completed Notification

I had posted this two weeks ago on the Project Developer side and didn't get
an answer, anybody here know?

Is there a way to notify an assigned resource that the task BEFORE theirs has
completed? This is before any update cycle is run or before any dates move.
In other words, if task one finished a week early, I want the resource
assigned to task two to know that they can start now, even if the update
cycle hasn't moved their dates yet.

There's no way to do this out of the box, but you could write a custom
solution.
