Print Current form data to file

My users are updating records using various input forms. A
key field call "Locator" will cause a record to move from
one department to another. What I would like to do is to
print the current form to a file (when "locator" is
changed) and then attach that printout of the form to an
email to notify the user in that department that a
specific record is now ready for their attention.
Any suggestions would be welcome.
