Print Preview Disabled

I am having a problem with the custom forms I created. Some of the forms
have print preview disabled. Does anyone know a property or setting I have
to change to have it re-enabled? I cannot access any script so it can't be
the code that changed it.

I suspect this may not be related to the custon form. Print preview is not available for an HTML message unless it is open in a Inspector window.
