print preview, permission (unrestricted access)

I have users with MS office 2003 pro and the problem is, Print Preview is not
available in word and excel files.
print preview icon is on the task bar with a red symbol, place the curser
over the icon and "Permission (Unrestricted Access)" is displayed
Has anyone seen this before.
Machines running XP pro with all updates and office with SP 1.
