This particular spooler error indicates that you have one or more local
resources in your project plan. Local resources are local to the individual
project and are not found in the Enterprise Resource Pool. To solve this
problem, do the following:

1. Open the offending project
2. Click View - Resource Sheet
3. Look for each resource with a "Local resource" indicator in the
Indicators column
4. Double-click each local resource individually
5. Set the Workgroup value to None
6. Click OK

The next time you publish the project, you should not see this particular
spooler error. Hope this helps.

Dale is there a way to block user from saving local
resources in their schedules, and these being saved in the
repository?

Thanks

There is no default method within Project Server to prevent project managers
from using local resources in their projects. Therefore, it you wish to
prevent this, it would require you to make this a training and performance
issue. Train them how to use only the resources available in the Enterprise
Resource Pool and then expect them to perform accordingly.

Before making this an issue with your PM's, however, it might also be wise
to find out WHY they are using local resources. For example, they might be
doing so to track the time of outside contractors who are working on their
projects. If this were the case, then creating additional Generic resources
in the Enterprise Resource Pool might address their need and solve the
problem. Just some thoughts. Hope this helps.
