If you have nothing else in the report footer section beside
the signoff text box, then setting the report footer
section's ForceNewPage property to Before Section should be
all you need.

If you have other data displayed in the report footer
section then add a Page Break control just above the signoff
text box.

I would also consider using DLookup in the signoff text box
instead of messing with every report's record source query.
Assuming that P_Name is a text field and TDCM_Date is a date
field:

=DLookup("Source_document", "PROGRAM SIGN OFF",
"P_Name=""" & txtPName & """ And S_Date = #" & txtTDCMDate &
"#")

where txtPName and txtTDCMDate are the names of the report
text boxes bound to the P_Name and TDCM_Date fields.
