Printing 3 records on a page

I have a report designed to print on preprinted A4 paper 3 records to a
sheet. When I print the layout is OK but instead of records 1, 2, 3 I get the
same record 1 3 times and page 2 has record 2 3 times etc.
I'm sure there's a very simple answer.
When designing the report I did copy the first layout to create the second
and third layouts.

Access repeats the Detail section of the report for every record. So if you
repeat the same controls 3 times in the same section, you get the same data
3 times.

The basic idea is to have just one section 1/3 of a page tall, so Access can
print 3 records to the page. However, you also need to allow for the Page
Header and Page Footer. And that means the 3 records are not perfectly
spaced, which is a problem if you are trying to match them to (say) a
window-faced envelope.
