Printing an unsent email doesn't print headers

Using Outlook 2003 with Internet Explorer6.0.
Sometimes when printing an unsent email (HTML format), the headers (To: &
CC: ) do not print. The same email (with no changes) can print correctly one
time, and drop headers the next.

I wouldn't have expected the sporadic header-dropping as part of the known
issue with headers not printing with IE 7. Is this part of the same thing?
