I want to incorporate a jpg in a sheet, and have it print like a watermark.

First try: insert picture, format as watermark.
Result: any data in cells appears BEHIND image, so info is obscured on
screen & when printing.

Second try: make picture a worksheet background (after quite a bit of
resizing and adding blank areas so it tiles right).
Result: looks great on-screen - exactly what I want, BUT image doesn't
print.

Can I get a watermark-like image to print without obscuring cell data?

Pictures live either in the Drawing layer "above" the worksheet or in
the Background layer "below" the worksheet. As you've found, the
Background Layer doesn't print.

To make a watermark-like image that will print, insert the picture above
the worksheet (Insert/Watermark...). Click Format Picture in the Picture
toolbar (or choose Format/Format Picture). Set the percent transparancy
to an appropriate value to let the cell contents appear (e.g., try 70 -
90%).

The main disadvantage of this method is that, since the picture remains
above the worksheet, clicking on a cell beneath the picture selects the
picture instead of the cell. The advantage, of course, is that it does
print...
