Is there a way to print a mailmerge label starting at a particle row and
column of a label sheet. Asking where do you want to start merge data to
print?

Only by inserting the appropriate number of blank records into the data set
ahead of the first data record.

Execute a catalog type mailmerge with the db datasource with a one row table
in the catalog type main document with the merge fields in the cells, then
insert a row at the top of the table into which you insert mergefield names
to use with your labels and then insert as many blank rows as required into
the table before the first record and then save that document and use it as
the data source for the mailmerge to labels.
