Printing new messages without Outlook open

Does anyone know of any trick to set up a rule at the
server side that prints a message as it arrives in a users
mailbox.

We would like to send remote locations a email and have it
print on the shared printer at that location. I know how
to do this if Outlook is open with a rule - but would like
to see if there is a way of doing it even if the outlook
client is not opened at the remote site.
