Prob with top margin not working

When I start up Word 2002 and it starts a new document, it places the
cursor at the 0" position vertically even though the margin is set by
default to 1". The vertical ruler does not show the dark gray page
margin. I'm in Print Layout by default.

If I choose "View Header/Footer" and just close the toolbar when it
appears, the margin then shows up in the ruler, the cursor moves to
the proper position, it's all back to normal.

The only thing I have done lately that is a little different is that
someone sent me a Word document with revisions marked with callouts.
