Problem Adding Sound to Email

I am using Outlook 2003 and Word 2003 as my editor, but
when I try to add a
sound to an email, and I click on the Sound button in the
Web Tools menu, I
get the following error message:

This object was created in HTMLInlineSoundCtl.
This application is not available to open this object.
Make sure the application is properly installed and that
it has not been deleted, moved, or renamed.

Any suggestions?
