problem adding users

The database has been converted to Access 2000. The
database has a feature to control user access and
permissions. However, when I try to add a name, it says
"Cannot update. Database or object is read-only." I
thought I had disabled all of the read-only parts of the
database. I can't figure out how to make this part not
read-only.

The database and the workgroup file must be in a folder where users have
windows permissions to create and delete.
