Problem connecting to SharePoint

Whenever I log into Web Access I get the error:

"There is a problem establishing a connection with the Web server
running Windows SharePoint Services. Contact your system
administrator."

under Risks and Issues. Any ideas what's causing it?

Also, when I go to Admin, Manage Windows SharePoint Services and click
Save Changes I get an error:

"The specified Windows account must be a valid user on the specified
SharePoint server computer. Furthermore, the Windows account must be in
the SharePoint Central Administrators group."

It also something about going to SharePoint Central Administration to
add the account to the SharePoint Central Administrators group. I'm not
sure where in Central Admin this is because I can't find it.

The user I am logged in as and trying to set as the SharePoint site
owner is in the Administrators group and can administer SharePoint
without any problems.

I would appreciate any help on both points.

Blair:

There are a number of reasons why Project Server can't connect to WSS. Did
you setup a Windows domain Account for WSS to run under? Is it a member of
the local administrator's group on the server? Did you try to setup WSS when
you installed Project Server? If not, what steps are you now taking to do
this?

You can ignore the part of the error specifying "SharePoint Central
Administrators group" as this is an erroneous message.

Gary,

As I mentioned the user I am using is a member of the local
administrators group and is the same account that I use for
administering SharePoint. WSS has been set up and working correctly for
some time. It has several non-Project sites running without any
problems.

Gary,

I'm not sure what question you asked that I didn't answer. The account
I provided for COM+n is the same account I am using everywhere esle. It
is a domain administrator, a local administrator and a WSS
administrator.

Ok, let's backup. Is this a fresh installation of Project Server that has
never worked or is it one that suddenly stopped working? If it's the former,
you likely missed something in the installation steps for WSS (Specific to
Project Server - these can't be skipped) or, the account you're using for
COM+ isn't sufficiently credentialed, or you're simply entering it
incorrectly.
