Problem creating ADE file

What could cause the Error "Access cannot create an ADE Database"?

I created a new .ade db and created an .ade file. I then imported forms from
another .ade file and then tried to creata another .ade file but received
the above message.

I am assuming it must have to do with one or more of the imported forms. All
forms have modules and the .adp file compiles without error.
