Problem displaying a Single graph in a report

Pulling My Hair Out

I have a list of projects in a database that show x percent complete and x
percent effective. I have a query and am trying to create a report showing a
graph with percentage lines for each. I was able get all the data into one
graph with two lines per project, but the same graph repeats as many times in
the report as I have projects. How can I get it to just display the graph
just once?
