Problem Displaying Non-English (UTF-8) Characters

Hi. I`m having a problem with Excel displaying non-English (UTF-8
format) characters in a column. Instead of displaying the characters,
it displays "?" for each character.

I have selected the appropriate non-English language under Editing
Language settings.

This occurs on both Excel 2003 and 2007.

Is there a way to get these characters to display correctly?
