Problem exporting to excel - Cannot delete spreadsheet cells

Exporting to excel

I have an application that uses the transfer spreadsheet
function to export a file to excel. I have one user (out
of 20) who get the following message - Cannot delete
spreadsheet cells.

I would appreciate any assistance.
