Problem Inserting Flash in FrontPage 2003

Question---
I'm trying to insert a flash file using: Insert - Picture - Movie in Flash
Format. Problem is that the "Movie in Flash Format" menu button is not
active. I've trying importing the swf file into the web and I've tried
reloading FrontPage. I greatly appreciate if anyone can help - Thanks! MM
