Problem installing outlook 2003 over 2000

Ive loaded the office products onto my machine; but when I try to open the
outlook,
I get a message that its"migrating account settings" It hangs uup there the
I get a message.."unable to open your default e-mail folder. server is not
available"
The email server is avaialbe on another machine, though.
