Problem installing pfbackup.exe

Whenever I download pfbackup.exe from the URL below, and then double-click on
it to install, I keep on getting the following error:

The installation source for this product is not available. Verify that the
source exists and that you can access it.

I have tested it! No problems.
to which location do you download the pfbackup file?
Are you in a network? Do you have permission to install?
