Problem Installing Project Server 2003 on Windows Server 2003

Having trouble installing Project Server 2003 (without SharePoint) on Window
Server 2003 (without any service packs)

The log file reports the following:

"Error 0x800cc801: ...failed to EnableApplication. hr=800cc801
ConfigureIIS: Error 0x800cc801: ...failed to EnableApplication. hr=800cc801
ConfigureIIS: Error 0x800cc801: ...failed to configure IIS6 metabase
ConfigureIIS: Error 0x800cc801: ...failed to do metabase work: 800cc801"

A trawl of the web indicates that "the error is generated by the IIS
Metabase (where all the config data is held) and means that a particular unit
of data could not be found. For example you ask for a vdir path when the path
isn't there. This error can also occur when managing the server."

It is also indicative of having tried to install and uninstall Project
Server several times. We have tried several times to install but this error
also happened the first time we tried to install it.

It could also be a permission problem - but if it is, which permissions do
I need to set as these are not mentioned explicitly in the MS Project Server
2003 Single Computer Installation Guide?

Any help would be appreciated!
